National AIDS Trust Fund (NATF)

 

In countries that have had significant successes in slowing down or reversing the trends in HIV infection, the key elements contributing to the successes have been consistent interest and commitment at the highest levels of leadership and persistent action by all groups in society, including people living with HIV/AIDS.  These imply massive mobilisation of resources dedicated to prevention through education, information and communication, control through well established public health measures and caring through clinical services and support for those infected and affected.

 

Funds for HIV/AIDS programmes can be mobilised from many sources, both national and international.  A donor’s conference on the 6th December 2001 brought together representatives from public and private sectors to create greater national awareness and to promote national mobilisation of funds.  The Global Fund for AIDS, TB and Malaria has been operational since January 2002 and, although the actual disbursement of funds has not been implemented, the fund provides an opportunity in future to tap into new additional resources.

 

To reflect the national and international character of the epidemic and action against HIV/AIDS, a National AIDS Trust Fund has been established.  The fund is similar to the Environment Trust Fund, created by an Order made by the Minister of Finance under the Public Finances (Control and Management) Act, 1974.

 

The Fund has the following objectives /terms of reference:

 

-          To create national interest and commitment for the prevention and control of HIV

      and AIDS and the care of those infected and affected;

-          To mobilise resources for HIV/AIDS programmes;

-          To promote and support national programmes on HIV/AIDS;

  

The Fund is administered by a Board consisting of

 

(a)     The Principal Secretary (Health)

(b)     The Principal Secretary (Finance)

(c)     Representatives of the private sector

(d)     Representative of People Living with HIV/AIDS

(e)     Representatives of the Medical profession

(f)       Representatives of nongovernmental organisations

 

The proceedings of the Board and the operations of the funds are similar to those of the Environment Trust Fund.
