The role and responsibilities include:

Provision for specialist out-patient, SPDF and NSC dispensing

Optimising the prescribing and use of medicines, especially for the non-formulary and consultant-only items.

Provision for patient counselling

Liaising with PHC unit in the provision of a comprehensive pharmacy services especially for repeat prescriptions for non-formulary and consultant-only medicines.

Provision for pharmacy practice and care on Praslin and La Digue.

Provision for essential medicines for islands under the IDC development programme.

Hospital and Clinical Pharmacy Services

 

( Based at Victoria Hospital (Old Building))

 

The role and responsibilities include,

 

  • Provision for an effective and efficient in-service and discharged dispensing.

  • Provision to initiate proper Pharmaceutical Care Planning for Admissions and ensure smooth transfer of discharged information to PHC medical practitioners and pharmacists.

  • Provision for an effective discharged counseling.

  • Provision for an effective Managed Care Services in,

Ward topping-up service

Prepacking services

Named-patient inpatient dispensing especially for non-formulary and consultant-only medicines.

Intravenous Additive Services

Total Parenteral Nutrition

  • Support to further develop and co-ordinate pharmacy clinical services in,

Adverse drug reaction monitoring

Medication error monitoring     

Pharmacists/dispensers ward round participation

Pharmacists participation in consultant ward rounds

Initiation and participation in clinical audit

Provision for an effective clinical screening service for all prescriptions

  • Provision for a proactive approach to clinical and cost-effective prescribing through the development of evidence based guidelines and protocols.

  • Provision to agreed standards in oncology pharmacy practice.

Primary Health Care and Community Services

 

Based at English River Health Centre.Every Health Centre is manned by a team of dispensers.

 

The role and responsibilities include,

 

  • Provision to initiate an effective clinical screening service for all prescriptions

  • Provision for dispensing and patient counselling

  • Management of repeat prescribing process and staff training on medication issues, especially for non-formulary and consultant-only medicines.

  • Provision for home-based care medication management

  • Provision to Essential Medicines monitor and access

  • Provision to initiate review of patients on long-term therapy

  • Provision to deal with day-to-day queries and requests from patients for information

  • Involvement in prescribing/dispensing issues facing primary care.

Production and Quality Assurance Services

 

Production based at the Pharmaceutical Production Unit (PPU)

 

The responsibilities include:

 

The manufacture of Large Volume Parenteral Solutions, Haemodialysis Solutions, some internal and external preparations, and some eye/ear/nose drops.

 

  • A National Drug Quality Assurance Centre is being developed and established with its laboratory at the English River Health Centre.

  • The quality of both imported and locally manufactured products is assessed locally, and supported through quality checks overseas at the WHO Regional Laboratory in Harare (Zimbabwe).

  • Provision has been taken to strengthen the norms, standards and guidelines for the quality, safety and efficacy of medicinal products through the development of effective drug regulations and quality assurance system.

  • Provision to develop the necessary facilities is being appropriated, and the training of local staff has intensified in our goals to develop the Quality Assurance System.

Medicines Information Services

 

Provision has been made to establish the Medicines Information Services, which is to be developed further.

 

The role include:

 

  • The provision of information to the health professionals, the consumers and the general public.

  • To evaluate new medicine submissions.

  • To initiate the provision of information on poisonous substances.

 

Rational Drug Use (RDU)

A national strategy is being developed in order to implement and monitor the promotion of Rational Drug Use.  The objectives are to optimise good prescribing practices, good dispensing practices, and the proper use of medicines.

 

The National Drug Policy (NDP) is in its drafting stages.  The key components of the NDP are being developed at different stages.  The list of essential medicines has been compiled in the National Drug Formulary (NDF), which has been revised in the year 2000.  The legal framework for the NDP is incorporated in the Pharmacy Act. (revised 1991), and is now considered for urgent revision.  The pharmacy regulations are in the drafting stages.

 

The financing of the entire drug budget is by the Government of Seychelles.  The essential drugs as per the NDF are procured through a private trading organisation (IPS) on a contract basis.
